In a shocking incident captured on home surveillance video, an Ohio woman, Lisa Nacrelli, allegedly posed as a Child Protective Services (CPS) agent and attempted to abduct her 4-year-old neighbor as he played in his front yard on Saturday.

The Norwood Police Department has charged Nacrelli, 44, with criminal child enticement, burglary, and impersonating an officer.

The chilling footage shows the young boy seated on an orange bicycle just a few feet away from his front door in a Cincinnati suburb.

Nacrelli, identified by authorities, approaches the child and places her hand on his back. Looking over her shoulder towards the house, she engages in conversation with the boy while rubbing him, as described by the boy’s father in an affidavit.

The surveillance video reveals Nacrelli repeatedly running her hands through the child’s hair and on his back, while he avoids making eye contact.

According to the boy’s parents, Nacrelli asked their son to accompany her home at least three times, enticing him with the promise of a “really pretty car seat” inside her vehicle.

The boy questions Nacrelli about her identity, but her response remains unclear. After almost three minutes of inappropriate contact, the child hops off his bike, raises his hands, and retreats to the safety of his home, stating that he needs to fetch his mother.

The boy’s father wrote that Nacrelli made his son so uncomfortable that he expressed his desire to seek his mother’s help.

Nacrelli waits outside expectantly, calmly using an electronic smoking device while identifying herself to the boy as Lisa and mentioning that she is from CPS.

She then approaches the boy’s mother and requests entry into their home to conduct a CPS inspection, claiming there had been a complaint against her and her husband. Initially allowing Nacrelli inside, the parents grew suspicious after she left without providing any contact information.

The parents immediately contacted the police upon watching the disturbing video footage of the stranger touching their son.

“Your intention was clearly to take my son, to convince him to walk down the street with you to this house, which I didn’t even know you lived this close which is terrifying in of itself,” Spradlin claimed.

Nacrelli, in a handwritten statement, admitted to being intoxicated during the incident but claimed to have acted in the child’s best interest. Her history includes a disorderly conduct charge in 2005 for causing harm to another while intoxicated and a disorderly conduct charge related to public intoxication in 2011.

“I walked to Kroger to get more beer on the walk home I saw a young child that I felt wasn’t being supervised so in an attempt to scare the parent I pretended to be from CPS,” she added.

As of now, Nacrelli has not entered a plea and is being held in the Hamilton County jail on a $10,000 bond.
